Riot's timing is important. Patch 26.19 arrives immediately before the Worlds patch, and the official notes describe this update as the first round of pro-focused Summoner's Rift changes. The goal is to address champions that could become fringe tournament picks without creating large disruptions before the event.

That helps explain why the patch contains a broad collection of relatively targeted changes rather than a sweeping system overhaul. The next patch will be the Worlds patch, making patch 26.19 an important transition point for the competitive meta.

Top lane gets a Teleport cooldown buff

Top lane receives a system-level change through Teleport. Riot says the role quest has successfully allowed top laners to skip Teleport more often, so the next step is increasing the spell's map influence for players who do take it.

The free Teleport granted by the top role quest has its cooldown reduced from 420 to 390 seconds. Upgraded Unleashed Teleport drops from 330 to 240 seconds depending on level to 300 to 210 seconds. The non-top version of Unleashed Teleport is unchanged.

World Atlas and Runic Compass shift power toward laning

World Atlas and Runic Compass are also adjusted. Riot is moving some of their power away from flat health and toward health regeneration, with the stated goal of making melee supports stronger during sustained laning rather than relying as heavily on roaming and all-ins.

Four new skins are scheduled to release with patch 26.19 on September 23: Coven Janna, Coven Mel, Old God Anivia and Old God Urgot. The patch also adds chromas for the four new skins, along with chromas for Coven Ahri, Coven Ashe and Coven Morgana.
